About the Role
Excellence Community Education Welfare Scheme (ECEWS) is a leading indigenous non-profit organization dedicated to improving healthcare, education, and economic strengthening in Nigeria. We are currently seeking a dynamic and experienced professional to drive our Public Health Emergency Preparedness & Response (PHEPR) portfolio under our health security and HIV/AIDS programming.
Key Responsibilities- Provide overall strategic and technical leadership for the project's Public Health Emergency Preparedness & Response (PHEPR) portfolio.
- Lead the design and oversight of national outbreak preparedness plans, surveillance strengthening initiatives, and early warning system strategies.
- Serve as the project's principal liaison with national government emergency operations centers (EOCs) and public health authorities during emergency events.
- Ensure PHEPR programming aligns with global health security frameworks, national guidelines, and donor requirements.
- Oversee performance monitoring of state PHEPR teams, identifying capacity gaps and directing corrective action.
- Represent the project at national and international PHEPR technical working groups, donor reviews, and coordination platforms.
- Guide the development of work plans, technical reports, budgets, and proposal inputs for the PHEPR portfolio.
- Build and maintain strategic relationships with the Nigeria Centre for Disease Control (NCDC), state ministries of health, and donor representatives.
- Mentor and build capacity of technical staff across the PHEPR team.
- Deliver against the approved GHSD milestone plan and quarterly performance targets, integrating services across platforms and progressively transferring functions to Government of Nigeria ownership.
- Report to the Deputy Chief of Party/Technical Director on program performance, risks, and strategic direction.
- A first degree in Medicine, Public Health, Epidemiology, or a related field; a master's degree is required.
- At least ten (10) years of experience in public health emergency preparedness or surveillance, with a minimum of five (5) years in a senior technical leadership or managerial role.
- Demonstrated experience supervising multidisciplinary technical teams on donor-funded health security programs.
- Strong knowledge of global health security frameworks, International Health Regulations (IHR), and national emergency response systems.
- Excellent strategic thinking, crisis management, and stakeholder engagement skills.
- High level of integrity, professional maturity, and sound judgment in high-pressure situations.
