About the Role

Innovations for Poverty Action (IPA) Nigeria is seeking a dedicated Monitoring, Evaluation, and Learning (MEL) Associate to support an embedded evidence lab within a partner government agency. In this high-impact role, you will work directly within government systems to strengthen institutional capacity for data generation, management, analysis, and evidence-informed decision-making across social protection programs such as conditional cash transfers, education support, and livelihood initiatives.

Key Responsibilities
  • Support the development and implementation of agency-wide MEL frameworks, including theories of change, results frameworks, and indicator tracking systems.
  • Design programme-specific MEL plans, standard operating procedures, and robust data quality assurance mechanisms.
  • Design and deliver engaging capacity-building workshops, technical training, and mentoring for agency staff at all levels.
  • Perform quantitative and qualitative data analysis, build real-time monitoring dashboards, and generate actionable insights using tools like Stata, R, SPSS, Power BI, or Tableau.
  • Facilitate learning events and collaborate closely with IPA researchers and government stakeholders to coordinate embedded evaluations and research activities.
Qualifications
  • Bachelor's degree in Statistics, Economics, Social Sciences, Public Policy, or a related field; a Master's degree is strongly preferred.
  • Minimum of 3 years of professional MEL experience, ideally within social protection, poverty reduction, or international development sectors.
  • Demonstrated proficiency in statistical software (Stata, R, or SPSS), advanced Microsoft Excel, and data visualization tools like Power BI or Tableau.
  • Proven track record in designing MEL systems, conducting data quality audits, and delivering effective training and mentorship.
  • Excellent written and verbal communication skills with the ability to translate complex datasets into policy-relevant insights.
  • Prior experience working directly with government institutions or public sector agencies in Nigeria is highly desirable.
