About the Role
ELPER Oilfield Engineering is a leading provider of offshore and onshore services to major International Oil Companies in partnership with the NNPC. We are currently seeking a dynamic and results-driven Commercial & Tender Manager to lead our end-to-end tendering process, ensuring competitive, compliant, and value-driven proposals that align with our long-term business development strategy in the Nigerian oil and gas sector.
Key Responsibilities- Develop competitive commercial proposals and quotations ensuring profitability and strong client value propositions.
- Lead cross-functional functions supporting the commercial process, including technical proposals, schedules, sourcing strategies, and financials.
- Create and maintain accurate cost models associated with contract scopes and commercial strategies.
- Negotiate customer scopes, pricing, contractual terms, and conditions to secure favorable outcomes.
- Prepare and present deal business cases for leadership approvals prior to final tender submission.
- Ensure compliance with internal processes, governance, audit requirements, and relevant ISO standards.
- Manage complete tender documentation from RFP or RFQ issuance through to operational handover.
- Bachelor's degree in Engineering, Business Administration, Economics, Quality Assurance, or a related discipline.
- Master's degree or specialized degree in Energy Economics, Project Management, or Contract Law.
- Minimum of 12 years of overall experience across commercial proposals, costing, contracts, and project management.
- At least 7 years of specific experience within the oil and gas market with proven bid and tender management expertise.
- Proficiency in e-procurement platforms such as NipeX, SAP Ariba, Smart GEP, and NAPIMS.
- Familiarity with Oil & Gas standards including ISO 9001:2015, API Q1/Q2, and QHSE guidelines.
