About the Role

UNICEF Nigeria is seeking a qualified Administrative Data Systems Consultant to support our mission of advocating for child rights and equitable development. In this vital role, you will apply the Administrative Data Maturity Model (AdaMM) to evaluate Nigeria's administrative data landscape at both national and subnational levels, focusing on critical social sectors such as health, education, social protection, and civil registration.

Key Responsibilities
  • Lead the diagnosis of data system maturity across federal core ministries, departments, agencies, and selected state levels.
  • Evaluate people-centered, lifecycle data for children with a strong emphasis on equity-relevant disaggregation.
  • Assess and advise on data governance, standards, systems architecture, and interoperability across sectors like HMIS, EMIS, and CRVS.
  • Facilitate multi-stakeholder dialogues, workshops, and capacity-building sessions with key government partners, including the National Bureau of Statistics.
  • Collaborate with government stakeholders to co-design strategies for robust national and subnational data platforms and registries.
Qualifications
  • Advanced university degree (Master's or higher) in Information Science, Informatics, Management Information Systems, Data Governance and Policy, MEL, Business Information Systems, or a related field.
  • Minimum of 8 years of relevant professional experience in data systems strengthening and comprehensive assessments.
  • Demonstrated experience collaborating with national statistical bureaus and government agencies.
  • Proven expertise in applying data maturity models, such as ADaMM, alongside deep knowledge of data governance, privacy, and security.
  • Exceptional facilitation, communication, and writing skills in English, with a strong ability to lead stakeholder engagement.
