About the Role

The International Organization for Migration (IOM) invites qualified professionals to apply for the Independent External Consultant position for the project titled "Strengthening the Capacity of Nigeria Immigration Service (NIS) in Border Security and Management." Spanning from October 2024 to September 2026, this vital initiative aims to enhance institutional capacity through improved MIDAS data integration, synchronization, and forensic document examination training at key Points of Entry including Abuja, Lagos, and Port Harcourt. We are looking for an expert evaluator to assess project results, design methodologies, and provide comprehensive insights.

Key Responsibilities
  • Conduct an independent, comprehensive evaluation of the 24-month project in accordance with IOM guidelines, ethical standards, and the approved inception report.
  • Design and implement mixed-method data collection and analysis tools, maintaining secure records and transparently disclosing limitations.
  • Evaluate operational functionality, utilization, maintenance, and sustainability of ICT-supported border management systems and infrastructure.
  • Deliver high-quality outputs including the Inception Report, data collection tools, and a detailed final evaluation report in professional English.
  • Collaborate with diverse national stakeholders, ensure gender equality and human rights integration, and immediately flag any operational, security, or ethical concerns.

Qualifications
  • Advanced university degree in monitoring and evaluation, information systems, computer science, migration studies, statistics, or public administration.
  • Minimum of seven years of progressively responsible experience in project evaluation, institutional assessment, or monitoring and evaluation for international or government programmes.
  • Demonstrated expertise using mixed qualitative and quantitative evaluation methods, indicator verification, and evidence-based reporting.
  • Strong background or familiarity with border management information systems, MIDAS, migration data management, or forensic document examination.
  • Excellent analytical, facilitation, presentation, and English report-writing skills, with local language proficiency considered an asset.
