About the Role
Pan-Atlantic University is seeking a strategic and experienced Finance Director to lead the financial management, compliance, and reporting for the NiWEMA programme over its five-year lifecycle. In this pivotal role, you will oversee a complex financial architecture involving online and physical delivery streams, implementing partner disbursements, and extensive field operations. Key Responsibilities- Lead multi-year budgeting, forecasting, expenditure tracking, and financial reporting across online and physical delivery streams.
- Manage financial disbursements to implementing partners, maintaining rigorous audit trails and compliance with contract requirements.
- Develop financial tracking systems for cluster-based activities, disaggregating expenditures by modality and geographic location.
- Ensure full adherence to funder financial requirements, approved budgets, and procurement procedures.
- Oversee cash flow, fund requests, and liquidity for field operations across multiple Nigerian locations.
- Lead internal and external audit processes and manage Nigerian tax obligations including Withholding Tax.
- Master’s degree in Finance, Business Administration, or Management, alongside a Bachelor's degree in Accounting or Finance.
- Mandatory professional certification: ACA, ACCA, or ICAN.
- Minimum of 15 years of progressive financial experience, including 3+ years managing large-scale donor-funded programmes.
- Proven expertise in sub-grant management, Nigerian tax laws, and donor compliance frameworks.
- Strong proficiency in financial management software and digital budget tracking.
