About the Role
The Centre for Social Cohesion, Peace and Empowerment (CENSCOPE) is a national non-profit organization dedicated to promoting self-sustainability, equality, and social justice across Nigeria. Headquartered in Maiduguri, Borno State, we implement vital humanitarian and development programs in partnership with UN agencies and international stakeholders. Supported by the Malala Fund, we are currently executing a three-year project to advance Gender-Responsive Education Budgeting (GREB) in Borno State, focusing on securing budget allocations for the re-entry and retention of married, pregnant, and parenting girls in school. We are seeking a dedicated Advocacy & Policy Officer to lead our policy analysis, advocacy, and stakeholder engagement strategies.
Key Responsibilities- Lead comprehensive policy and budget analyses, including gender audits and Medium-Term Expenditure Framework (MTEF) education budget reviews.
- Develop high-impact policy briefs, position papers, and technical memoranda to facilitate effective government engagement.
- Coordinate MTEF submissions and strategic advocacy initiatives targeting the Ministry of Planning and Budget and the State Assembly.
- Facilitate the formation and active coordination of the multi-stakeholder GREB coalition.
- Collaborate with the Monitoring and Evaluation Officer to produce annual Gender Lens on Borno Education Budget reports.
- Represent CENSCOPE professionally in relevant technical working groups and policy forums.
- Bachelor's degree in Public Policy, Economics, Political Science, Development Studies, or a related field; a Master's degree is a distinct advantage.
- Minimum of 3 years of professional experience in policy analysis, budget advocacy, or public governance.
- Demonstrated strength in analytical writing and a solid understanding of public budgeting and MTEF processes.
- Full professional fluency in English, with proficiency in Hausa and/or Kanuri considered an added advantage.
- Must be based in or willing to relocate to Maiduguri, Borno State.
- Prior experience in gender-responsive budgeting, education financing, and existing relationships with Borno State institutions are highly desirable.
